Projekt: Prometej II., alternativni prijedlog za zemlje, nacije i građane u sferi od Baltičkog mora do Jadranskog, Egejskog i Crnog mora

Kada elite i moćnici Brisela, Kremlja, Vašingtona igraju šah na euromediteranskoj ploči tada su figure, uvijek mali narodi jugoistočne i istočne Europe, Bliskog Istoka i sjeverne Afrike. Ono što je najžalosnije, da je uloga tih šahovskih figura uglavnom ona naravi pijuna.  To se desilo i u posljednjoj deceniji prošloga stoljeća kada su ti pijuni bili narodi i narodnosti ex-YU prostora, a sada su žrtve te šahovske igre Irak, Sirija, Libija, Jemen i Ukrajina. Posebno je za nas interesantna ova posljednja zemlja, koja se našla podijeljena i uništena. Ukrajinom danas haraju plaćeničke vojske tajkuna i oligarha, kozaci, Čečeni, zapadnjački, ruski i neonacistički ološ i sve podsjeća na vrijeme ustanka Bogdana Hmeljinckog. Naravno tu su i raznorazni “eksperti” koji dolaze da podučavaju Ukrajince kako će živjeti “bolje i ljepše”. Zbog toga što su Ukrajinci dozvolili da im vladaju i rukovode loše sluge loših gospodara, njihova zemlja je postala novi europski problem i rak – rana koje će se teško zaliječiti. Naravno, ukrajinska situacija će se završiti moguće na sljedeći način: gospodari iz Brisela i nekih još EU prijestolnica, Kremlja, i Vašingtona će više –manje ostvariti svoje zacrtane ciljeve, njihove lokalne sluge će izaći još bogatiji, a stradati će milioni nevinih ljudi.

Ako se išta može izvući iz svega onoga što se dešavalo vezano za raspad ex-YU, tzv. šarene revolucije, tzv. “arapsko proljeće” i ukrajinski građanski rat, jeste da su kod dobrog dijela ljudi nestale sve “velike iluzije” o neoliberalnom poretku. Iza zastora velikih riječi kriju se ustvari najprizemniji interesi obične materijalne pohlepe određenih skupina ljudi i ništa više. Naravno, u takvom socijaldarvinističkom poretku najviše stradavaju “male ribe”, jer postaju plijen “velikih riba” i njihovih neoimperijalističkih želja (posebno u smislu kontrole resursa i tržišta). I kako onda da se te “male ribe” zaštite od velikih i pohlepnih grabljivica koje se kreću oko njih i povremeno nasrću na njih. Pa najbolji primjer “male ribe” koja je opasna je pirana. Njena prednost je da ima jake zube i da je uvijek u jatu. Znači “male ribe” se moraju okupiti u jato i tako se uspješno suprotstaviti “bijeloj ajkuli”. Koliko veliki cijene one beznačajne, pogotovo kao što su balkanske i podunavske puppet “državice”, najbolje svjedoči primjer inauguracije predsjednice Kolinde Grabar Kitarović. Na tu pokondireno – glamuroznu inauguraciju barokno – raskošnog tipa, koja bi bila savršena tema za neko djelo krležijanskog tipa, doći će vrlo “glamurozni” gosti kao što su npr. tročlano predsjedništvo BiH, premijer Srbije i uglavnom drugi predsjednici i premijeri susjednih i obližnjih državica itd….dok će velike države predstavljati pomoćnici zamjenika tajnika pojedinih odjela u vladama ili trećerazredno rangirani službenici, a da apsurd bude veći zvanični predstavnik zvaničnog Brisela će biti Neven Mimica, a čak će i oficijelni predstavnik “Crkve u Hrvata” biti odsutan poslom. I zbog pokondirene svijesti i protokolaša i buduće predsjednice i režisera priredbe, i onih koji bi se željeli slikati i snimati u tome baroknom cirkusu, gledatelji/gledaoci će imati prilike da uživaju u još jednoj balkanskoj groteski paradiranja formalnim, a u stvari više faktički nepostojećim, nacionalnim suverenitetom.

Kako bi se zaštitilo i ono malo što je ostalo u našim rukama i pod našom kontrolom, ali i kako bi se što je moguće više povratilo suvereniteta i slobode, nesumnjivo je potrebno da se “mali” samoorganiziraju, povežu i na neki način i u nekim aspektima ujedine. I tu se vraćamo na ideje o nekoj vrsti balkanske ili podunavske konfederacije, unije ili saveza. Problem sa jugoistočnom Europom, uključujući i neke podunavske i druge zemlje u limbu između Njemačke i Rusije jeste prevelika rascjepkanost i neusklađenost zajedničkih interesa. Čak i ako ostavimo po strani patetiku i floskule o bratstvu i jedinstvu, zajedničkom podneblju, zajedničkom porijeklu i mentalitet, zajedničkoj historiji i slično, i ako se držimo čisto interesa po sistemu “čist račun – duga ljubav” možemo shvatiti koliko je potrebno to ujedinjavanje. Ne moramo se međusobno voliti niti trebamo insistirati na nekoj ljubavi, ali pošto živimo jedni uz druge ili čak izmješano na jednom relativno malom prostoru Europe moramo radi sebe samih da se međusobno poštujemo i uvažamo i da bar imamo usklađene neke zajedničke više interese i ciljeve. Naravno, to ipak podrazumijeva da se oslobodimo nekih demona koji nas pritišću, kao što su: sluganski mentalitet (želja da se bude glavni sluga – batler kod velikih) i nekakav osjećaj nacionalne megalomanije ili nacional kulturtregerstva. I naravno svu našu povijest treba prepustiti samo historičarima da se njome profesionalno bave, dok bi se političari trebali baviti budućnošću. Vrijeme nacionalizama XIX. i XX. st. je zauvijek prošlo i nikada se više neće vratiti. Zato je svako insistiranje na njima u sadašnjim povijesnim okolnostima i potrebama i besmisleno i glupo. I tako rasterećeni toga balasta koji je nanio velike nevolje malim narodima jugoistočne Europe, možemo krenuti u progresivnu budućnost.

I zašto Austrija, Mađarska, Slovačka, Češka, Slovenija, Hrvatska, Bosna i Hercegovina, Crna Gora, Srbija, Kosovo, Albanija, Makedonija, Rumunija, Bugarska, Grčka, Poljska i Bjelorusija) ne bi stvorili neku Baltičko – Jadransko – Crnomorsko – Egejsku konfederaciju (daljem tekstu : BABEC), koja bi imala neke zajedničke i političke i ekonomske i financijske i sudske kulturne institucije, zakone, interese i ciljeve. Tako bi se BABEC pružao od Baltika pa sve do Jadranskog, Egejskog i Crnog mora. BABEC ne bi značio negaciju Europske Unije, nego bi mogao biti matematički rečeno i neka vrsta podskupa unutar EU skupa. Naravno, taj BABEC podskup bi mogao da egzistira samo ako EU postane istinski demokratska i oslobodi se tiranije samodopadnih i samoživih birokratskih struktura i pohlepnih financijskih mešetara. Europska Unija ima još jedan veliki problem, a to je ponašanje njenih članica Njemačke, Velike Britanije i Francuske čije političke elite se još uvijek nisu oslobodile bremena sopstvenih imperijalnih historija ili imperijalnih snova, i koje bi (svjesno ili podsvjesno) još uvijek željele imati neke neoimperijalne ili bar patronizirajuće pozicije. U suprotnom, ako se EU ne oslobodi ovih struktura i tih “patronizirajućih”, neoimperijalnih nadmenosti i arogancija, ona neće ni preživjeti jer historijska znanost je davno dokazala da ono što ne valja neće ni preživjeti. Ako bi EU preživjela, BABEC bi bio ravnopravan partner, a ne potčinjeni subjekt Berlinu, Londonu i Parizu ili birokratiji Brisela. I ako EU ne preživi, BABEC bi bio garancija “malima” da i oni mogu vođeni svojom prometejskom idejom da prežive i sačuvaju svoju slobodu. BABEC bi bio savršena krovna organizacija koja bi predstavljala i zaštitnički kišobran i okvir za predstavljanje i pregovore prema Rusiji, USA, Njemačkoj, Francuskoj, Turskoj, Kini, Indiji, Brazilu. Što je bitno za opstanak BABECa jeste da njegovo središte mora biti poseban disktrik, van upravno – teritorijalnih okvira članica.

Ono što treba biti jasno, jeste da ne smijemo drhtati pred onima koji nam izgledaju tako veliko i moćno, jer su to u većini slučajeva samo obični tigrovi od papira. Strah od njih nam je namjerno i namjenski induciran, kako bi nas držali pod kontrolom. Ugledajmo se na primjer Islanda, koji je danas slobodna zemlja sa slobodnim narodom koji čine slobodni građani…i šta mu ko može.  Na tome putu je i Grčka. I ako nekome izgleda smiješna ili neostvariva ideja o BABECu, neka razmisli o činjenici na šta je ličio Vječni Grad = Rim u VIII. st. p. n. e., na običnu skupinu prostih koliba.

Project: Prometheus II, an alternative proposal for countries, nations and citizens in the area from the Baltic to the Adriatic, Aegean and the Black Sea

When elites and power-holders from Brussels, Kremlin and Washington play chess on the Euro-Mediterranean board, the pieces are always the small peoples of South-eastern Europe, the Middle East and North Africa. The saddest thing is that the role of those pieces is usually that of pawns. This also happened in the last decade of the last century, when the pawns were the peoples of former Yugoslavia, and now the pawns are Iraq, Syria, Libya, Yemen and Ukraine. This last country is particularly interesting for us, as it found itself divided and destroyed. Today, Ukraine is ravaged by armies of mercenaries paid for by tycoons and oligarchs, by Cossacks, Chechens, by Western, Russian and neo-Nazi scum, and it is all reminiscent of the time of Bohdan Khmelnitsky’s uprising. There are, of course, all the various “experts” coming to teach Ukrainians how to live “better and more prosperous” lives. Because the Ukrainians allowed to be ruled by bad servants of bad masters, their country has become the new European problem, a sore unlikely to heal soon. Of course, the situation in Ukraine may end like this: the masters from Brussels and a few other EU capitals, the Kremlin and Washington, will reach their own goals to some extent, their local servants will end up even richer, and millions of innocent people will suffer in the process.

If anything is to be drawn from the events related to the dissolution of former Yugoslavia and the so-called colour revolution, the so-called Arab spring and the Ukrainian civil war, it is that many people have lost all of their “grand illusions” about the neo-liberal order. The cloak of big words hides, in fact, the most primitive interests of the plain, old material greed of certain groups of people – and nothing more. Of course, this social-Darwinist order is the most lethal for the “small fish”, as they become prey to the “big fish” and their neo-imperialist desires (particularly in relation to controlling resources and markets). So then, how can the “small fish” protect themselves from the big, greedy predators moving around them and attacking them from time to time? The best example of the dangerous “small fish” is the piranha. Its advantage is that it sports large teeth and it always runs in schools. This means that the “small fish” must gather in schools and thus confront the “white shark” successfully. And the “big” ones’ appreciation of the insignificant ones, particularly of the Balkan and Danube “puppet states” was best evident at the inauguration of President Kolinda Grabar Kitarović. This glamorous, baroque-intoned display of snobbery worthy of the best literary satire brought together very “glamorous” guests such as the three-member Presidency of BiH, the Prime Minister of Serbia and presidents and prime ministers of other nearby states… while the big states were represented by deputy secretaries of various governmental departments or low-ranking officials; to complete the absurdity, the official representative of the official Brussels was Neven Mimica (Croatian member of the European Commission), and even the official representative of the “Croatian church” was otherwise engaged. And because of the snobbery and the protocol lovers and the future president and the scripted ceremony, and because of those who wanted to have their picture taken at this baroque circus, the viewers enjoyed yet another ridiculous Balkan parade of formally displayed, and by now practically non-existent national sovereignty.

In order to protect what little is left in our own hands and under our control, and in order to regain as much sovereignty and freedom as possible, it is clearly necessary for the “little” ones to self-organise, connect and – in some aspects and in some ways – unite. And here we go back to the idea of some kind of Balkan or Danube confederation, union or alliance. The problem of South-east Europe, including some countries in the Danube region, and some others in limbo between Germany and Russia, is the excessive fragmentation and discord in mutual interests. Even if we leave aside the pathetic phrases about brotherhood and unity, the shared region, the shared origins and mentality, the shared history and the like, and if we stick to the “short reckonings make long friends” type of interest, we can arrive to the conclusion that unification is necessary. We do not have to love one another, nor do we have to insist on love of any kind, but since we live next to one another or even intertwined, in a relatively small part of Europe, we have to respect one another, for our own sakes, and at least harmonise certain higher causes and interests. Of course, this means that we should also free ourselves from certain demons that plague us, such as the servitude mentality (the desire to be the head servant, at lest among the big ones) and a kind of national megalomania or national kulturträger mentality. And of course, our history should be left only to the historians, to deal with it professionally – politicians should deal with the future. The age of nationalism of the 19th and the 20th centuries is long gone and is not coming back. That is why any insistence on it in the current historical circumstances and needs is pointless and stupid. Thus free from the dead weight that brought enormous hardship to the small peoples of South-east Europe, we can move towards a progressive future.

And why wouldn’t Austria, Hungary, the Czech Republic, Slovenia, Croatia, Bosnia and Herzegovina, Montenegro, Serbia, Kosovo, Albania, Macedonia, Romania, Bulgaria, Greece, Poland and Belarus create a kind of a Baltic-Adriatic-Black Sea-Aegean confederation (hereinafter: BABEC), with certain common political and economic and financial and judicial and cultural institutions, laws, interests and aims. Thus, BABEC should stretch from the Baltic Sea to the Adriatic, the Aegean and the Black sea. BABEC would not be a negation of the European Union, but rather – mathematically – a subset within the EU set. Of course, the BABEC subset could only exist should the EU become truly democratic and free from the tyranny of the self-absorbed, egocentric bureaucratic structures and greedy financial speculators. The EU has another problem: the behaviour of its members, Germany, the UK and France, whose political elites have not yet removed the burden of their own imperial histories or imperialist dreams, and which still (consciously or not) wish to maintain certain neo-imperialist, or at least patronising positions. Otherwise, should the EU fail to free itself from these structures and these “patronising”, neo-imperialist competitions and arrogance, it will not survive, for history has shown on numerous occasions that whatever is not good will not survive And for the EU to survive, BABEC should be its equal partner, rather than a submissive subject of Berlin, London, Paris or the Brussels bureaucracy. And should the EU not survive, BABEC should be a guarantee for the “little ones”, that they too, guided by their Promethean idea, can survive and preserve their freedom. BABEC would be the perfect umbrella organisation protecting and representing them in negotiations with Russia, Germany, France, Turkey, China, India and Brazil. What is important for BABEC is that its seat must be a separate district outside the administrative-territorial boundaries of its members.

It should be clear that we must not shiver before those who appear grand and powerful, for in most cases they are just paper tigers. Fear from them is deliberately and purposefully induced, in order to keep us under control. Let us follow the example of Iceland, which is now a free country with free people comprising free citizens… and who can do anything to them? Greece is on the same track. And of someone finds the idea of BABEC funny or impossible, just think about the fact that in the 8th century B.C. Rome, the Eternal City, was nothing but a set of simple mud huts.
